POST NO 1 : DEPUTY DIRECTOR: PORT CONTROL, REF NO: HRMC 52/201


SALARY LEVEL : An all-inclusive salary package of R869 007 to R1 023 645 per annum (Level 12).


CENTRE : Mpumalanga: Border Post: Lebombo


REQUIREMENTS :

• A 3 year tertiary qualification in Social Sciences, Public Management and Administration or an
NQF level 6 as recognized by SAQA is required

• 3 years’ experience in a supervisory/
management position and experience in a similar field is required

• Knowledge of the South
African Constitution

• Knowledge of the Public Service Act and its Regulations

• Knowledge of
the Immigration Act, Refugees Act and Public Finance Management Act

• Understanding of
departmental legislation as well as Human Resources legislation and prescripts

• Service
delivery innovation, client orientation and customer focus

DUTIES : The successful candidate will be responsible for, amongst others, the following specific tasks:
• Manage effective operations within the Port of Entry to improve service delivery

• Monitor and
ensure the implementation of policies, processes and procedures in order to enhance service
delivery at Port of Entry

• Maintain statistics, identify trends and analyse data in order to assess
the number of people entering the ports so that effect strategies can be developed

• Monitor
developments in the Port of Entry related area and outcomes from international conventions,
legislation, technology changes and other developments and assess impact and make
recommendation on strategic initiatives

• Participate in local, Provincial and international
conventions, workshops and meetings on ports of entry related issues

• Develop quality
assurance and data quality strategies and actions

• Provide guidance and advice on the
implementation of port of entry legislation, policies, international agreements and conventions


Ensure the provision of effective port of entry services to all stakeholders

• Ensure the
implementation and monitor compliance with legislation and international agreements at all port
of entry relating to operating hours and opening/closing of ports • Liaise with National Border
Management Coordinating Centre, provide information and ensure that all ports of entry
requirements are complied with

• Liaise with all relevant stakeholders to promote successful
prosecution of transgressors

• Develop and implementation of policy and procedure, directives
acts and regulations

• Develop and review communications policies and code of practice for the
directorate

• Implement governance processes, frameworks and procedures • Ensure
compliance with policies, procedures, and prescripts

• Determine appropriate resources to
achieve objectives

• Monitor progress on execution of operational plans

• Ensure compliance
with all audit requirements, quality and risk management frameworks, standards and
procedures

• Monitor and ensure compliance with legislation, regulations and Departmental
policies and procedures

• Manage physical and human and resources

• Monitor and report on
the utilization of equipment

• Ensure capacity and development of staff

• Enhance and maintain
employee motivation and cultivate a culture of performance management

• • Evaluate and
monitor performance and appraisal of employees

• Ensure effective risk and compliance
management

• Coach and guide staff on compliance to all relevant regulatory, internal and
external compliance requirements

• Report on all risk and financial indicators including e.g.
financial losses, overpayment, etc. according to required format

• Keep up to date with
compliance and regulatory requirements and liaise with all relevant stakeholders within and
external to the organisation to ensure accurate implementation

• Interpret and implement all
organisational circulars, policy and other communications that impact on the operation of the
Business Unit.
